Britain and France Will Dispatch Military Personnel to the Country should a Peace Deal is Reached

The London and Paris have signed a declaration of intent concerning the stationing of troops in Ukraine should a peace deal be struck with Moscow, the British leader, Sir Keir Starmer, has stated.

Following negotiations with Ukraine's allies in Paris, he noted that the UK and France would "create military hubs throughout Ukraine and erect protected facilities for military hardware and equipment" to discourage any potential attack.

The coalition members also suggested that the America would play the primary role in monitoring a halt in hostilities.

Moscow has consistently warned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this new development.

The Situation and Continuing Hostilities

Russian President Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russian forces currently holds about 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to be alongside Ukraine for the foreseeable future," commented the British leader.

Heads of state and senior officials from the "Partner Group" took part in the recent discussions.

Speaking at a shared media briefing, the Prime Minister added: "It establishes the framework for the juridical structure under which allied and coalition forces could function on the ground in Ukraine, securing Ukraine's skies and seas, and regenerating Ukraine's military for the time to come."

The British leader added that the UK would participate in any US-led monitoring of a possible cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior US negotiator Steve Witkoff remarked that "lasting security guarantees and substantial prosperity commitments are vital to a lasting peace" in Ukraine – alluding to a central requirement made by Ukraine.

The negotiator noted the partner nations had "mostly completed" their work on agreeing such assurances "in order that the people of Ukraine know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also participated in the discussions.

Separately, President Macron Emmanuel Macron said that Ukraine's partners had made "major progress" at the meeting.

He noted that "robust" security guarantees for Kyiv had been settled upon in the case of a prospective truce.

President Volodymyr Zelensky commented that a "major advance" had been made in Paris, but cautioned that he would only deem efforts to be "adequate" if they resulted in the end of the war.

Recently, he said a peace deal was "90% ready". Agreeing on the outstanding 10% would "decide the future of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of key disagreements for negotiators.
  • Moscow has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, refusing any compromise over how to conclude the war.
  • Kyiv has so far excluded giving up any territory, but has suggested that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia reciprocates.

Russia presently holds approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The pair of oblasts form the area of the Donbas.

The earlier US-led multi-point proposal that was extensively reported to the media last year was viewed by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This sparked weeks of intensive negotiations – with Ukraine, the US and European leaders trying to revise the proposal.

The previous month, Kyiv sent the US an new proposal – as well as separate documents describing possible defense assurances and provisions for Ukraine's rebuilding, Zelensky stated.
